Mass Transit and Green Cities add options to existing systems but not as much depth as the prevoius two. I would recommend be your first two picks when getting DLC Industries and Parklife add a huge amount of depth to their respective mechanics. No DLC is mandatory and some are more valuable than others. I was hoping we could plop little animals down in parklife but instead it's static buildings with no animations even. You place a concert, a zoo, or a casino they all act the same way - a money making building and you have to manager traffic to/from. Parklife is trash as well since it's just another way of placing landmark buildings, no new gameplay mechanics that are interesting. Mass transit by far is the only one that makes this game better. However, I don't know if you even need Industries to download the mods for it. The only thing that is going to make industries interesting is to see what the modders do with it. They produce tons of money in an already super easy game to play with no real challenge. Not to mention these buildings are extremely OP if you can manage the traffic. Now it's like starcraft, you place a building down and it does it's thing always. This killed the unique factor of a zone, having many different companies with different names doing different things.

Since the resources run out so fast you end up just using these two buildings 1000x in each zone. That's all industries did was add the ability to place some very specific industry/landmark buildings. There are literally two manufacturing buildings for each category (farm,forest,oil,ore) with "different versions" that are just bigger versions of the original.
